Letter writer Scott Pierce (March 18) says that, “President Obama had eight years in the White House to build an international coalition in favor of a tougher approach to China. Did he and the Democrats in Congress make any progress?” The answer is yes, though the project remained slightly incomplete at the time of President Trump’s election.
